COMPENSATION TO TURKEY. DEFINITE OFFER. SHARING THE PUBLIC DEBT. By Telegraph.— Press Association.— Copyright. (Received December 23, 8.20 a.m.) LONDON, 22nd December. Renter's Constantinople agency reports that the Marquis Pallavicini, Austrian Ambassador to the Porte, has submitted to the Grand Vizier concrete proposals indicating Austria's willingness to agree to an increase of customs duties to 15 per cent. Some compensation is also offered on account of Bosnians and Herzegovina's share of the Ottoman public debt, to the extent of four million pounds. If Turkey persists, Austria will prefer counter-claims arising out of expenditure over Bosnia and Herzegovina and Novibazar amounting to twenty million crowns.
