R. B. Haldane, speaking at the Guildhall, stated that under the new territorial army scheme London would furnish in the event of war two divisions,' comprising 24 battalions, with yeomanry and artillery. TRAINING OF BOYS. BADEN-POWELL EXPOUNDS A SCHEME. (Received November 26, 9 a.m.) LONDON, 25th November. Major-General R. S. Baden-Powell, during a lecture at Scarborough, expounded a scheme for the voluntary training of a million and three-quarters of boys in the United Kingdom who are now drifting, and many going to the bad. ______
