Acting accordingly, Mr. Jackson made the declaration this morning, and at once lodged with the Town Clerk notice to movo at the next meeting of the Counoil that in refusing to receive his declaration the Mayor committed a gross breach of duty; that the Mayor's words and conduct on the occasion were arbitaary, unjustifiable, and insulting ; and that tho Mayor ought to apologise and if he does not the Council pass a resolution of ccusuro.
