BOROUGH COUNCILS.

♦ NEW BRIGHTON. A meeting of the Now Brighton Borough Council was held on Monday.' Present —The Mayor (Mr J,. A. Flcshcr) and Crs. E. A. Leaver, T. Cox, F. Christian, W. H. Bellamy, J. Ashley, C. 11. Winny, and F. Kibblewhifce. The Mayor announced that authrrity lind been received to receive funds on behalf of the Navy Xiec-guo Funds, and up to th< present tho sum of £11 Is had been xe-L-civcd. It was decided to forward tho annual grant of £10 to the Public Library fund. Mr C. H. Stokes's application to obtain a ' water connexion with King Edward's woll was referred to the' committee. Mr J. Pearson askod for permission to erect a camera obscura permanently in the. borough. The application was referred back for further information. • _ It was decided to refuse Mr B. Stringer« application to build on a section at North Brighton, having a lesser area than provided for in tho by-laws. The treasurer's report for the fortnight coding July 28th was no follows: —Receipts £110 | 9s 6d, expenditure £219 4s Hd, bank balance i dr. £660 93 6d, temporary loans dr. £1760. Four building permits had been issued, having a value of £3680, making a grand total of twenty issued to date, having aa value oi £8195. (Adopted.) ] The committee, ill its report, made the . following recommendations: —That the South Shore Syndicate bo informed that the Council cannot entertain their proposal that_ tho Council should take land from tho adjoining owner to connect. The following condition to bo complied with in connexion with tho formation of roade and footpaths in all subdivisions in the borough. Estuary -road with their proposed road; the roads to bo properly formed and graded with not less thar. a 12in crown. Footpaths to lie formed on each side. In. the case of arterial roads 10s t tfide and side roads 16ft wide. To be channelled • and kerbed in concrete. Channels to bo 16in x 4in; rcwdways and footpaths to be blinded with 50 yards of approved clay per ■ chain. Where tho carriage way is 43 f«ct wide it is to be covered with 40 yardtj _oi j approved scoria or face shingle per chain, "and where it is 13 feet wid© with 80 yariau : of scoria or shingle. Bellamy's advocacy of a suitable shelter being provided for tram ' passengers at the New Brighton terminus it was dccided to write tho Tramway Board upon the matter, drawing their attention to the necessity of such a building being erected. Cr. Leaver drew the Council's attention to the practice of the owners of horses using . tho beach as a training ground, to the danger of children and the public, generally. Tr.« Council wore of the opinion that the time had now arrived to frame a by-law prohibiting the pructico within a certain area on tho beach. . , ■ , . Tho Mayor stated that with reference to fhe prooosed loan for South Brighton thcr* would be nearly eight miles of streets to attend to, which would cost some £35,000.

i KAIAPOI. ! The Kaiapoi -Borough Council met last, night. Present—Tho Mayor (Air J. H. Blackwell),, and Councillor*) W. Doubleday, L. B Evans. R. Dunn, R. IL Croft, H. Mcintosh, S. Rinsidi, T. R. Leithcad, and J. of sympathy was passed with Gr. H. C. Revell, in the death of his father, also with the relatives of the late Mr A. T. j Clark who was for some years a member , of the Council.
