Press Association—By Telegraph—Copyright. Constantinople, December 3. It is reported that the Czar, in reply to the Sultan's appeal, does not insist on the second gunboat in the Bosphorus. The Palace clique has assured the Sultan that the Powers intend his deposition with the crews of the gunboats, hence his refusal to allow them to send additional warships.
Berlin, December 3. At the opening of the Beichstag, the Kaiser said Germany would be ever ready to' co-operate with the Powers acting in the first line in the interests of peace. Respecting the recent deplorable events in the Turkish Empire, the unanimity of the decision by the Powers to enforce respect for treaties and support the Porte in restoring order justified hopes of ultimate success.
