(Reuter's Special.) Berlin, May 29. The semi Official North German Gazette in an article published today, states that the measures now being enforced on the frontier by the Government . are not iaken by way of reprisals for certain incidents which have recently occurred, but are intended for the consolidation of "the Province of Alsace which is being retarded by the French agitation for revenge. The writer declares that it is desirable to restrict the intercourse: between France and Germany, and the latter will not, regret- if Franoe retaliates, thereby preventing Germans from visiting France and thus avoiding dangerous factions,
