OFFERING PEACE BAITS. (Received 1 p.m.) LONDON, March 28. Advices from Vladivostok state that the Russian Soviet proposed to China to renew diplomatic relations, offering to hand over the Chinese eastern railway to China and to renounce Russia's share of the Boxer indemnity.— (Reuter.)
