Mr. F. B. Dwyer Appointed

TO REPLACE MR. H. TURNER

Mr. E. .B. Dwyer, Wellington, has been, appointed Army Secretary, fillinglie vacancy caused by.the recent re firemen t of Mr. 11. Turner, it was announced on Saturday by the Minister if Defence, Mr. Jones.

He joined the Department of Inter nal Affairs as a cadet in 1914 and re in'ained attached to that department till 1938 He is a member of the New Zealand Society of Accountants, and held the position of accountant for several rears in the Internal Affairs Departmciit-and also undertook certain duties incidental to the reception and entertainment of distinguished visitors to the Dominion. Mr. Dwyer was associated with the Electoral Department on his appointment as returning officer for Wellington East, . and also with the National Art Gallery and Dominion Museum as hon. treasurer of the board of trustees from the time of its inception. .

In 1938 Mr. Dwyer was selected by the 1 Government to attend a. course of study on matters relating to Imperial defence at the Imperial Defence College, London, which course, while nearing competion, was interrupted in September, 1939, owing to the outbreak of war. On his return to New Zealand in' November. 1939, he was appointed Assistant Army Secretary.

Mr. Turner entered the Public Service ’as a cadet ■in , the Public Trust Office in 1899. He filled many positions in that department and became Assistant Public Trustee in 1923. He was appointed Under-Secretary of Defence in 1930, the- position being created then in order to make for closer, co-ordination of the various arms of the service. . The duties incidental to the position involved the civil and financial control of- the administration as distinct from the professional military organization of rhe Defence Department. In 1937 the Army Board Act was passed by Parliament, and from that year onward the civil head of the Army Department carried the designation of Army Secretary.

Mr. Turner is a member of the New Zealand Society of Accountants.
