Dominion Convention, Nelson, March, 1957

1. That this Convention urges the Government to ensure that the laws relating to the sale of liquor are rigidly enforced. 2. That this Convention requests the Government to include in the Food and Drugs Act a clause requiring all wines to bear on their labels a plain statement of the percentage of alcohol which they contain. 3. That this Convention asks the Government to frame legislation to ensure that: (a) No liquor be served or supplied in a public bar or private bar after the statutory hours of sale. (b) Licensees entertain their guests in their own quarters. (c) Lodgers entertain their guests in their hotel lounges. 4 That this Convention urges the Government to take no action towards the alteration of the hours for the sale of liquor. 5. That this Convention asks the Government to take action in order to prevent the publication of misleading statements in advertisements for alcoholic liquors. 6 That this Convention urges the Government not to grant wine licenses for restaurants as this would be a definite menace to the moral and economic welfare of the people particularly the youth of this country. y. That this Convention requests the Government to amend the Licensing Act to increase penalties for hotel keepers who sell to minors from £lO to £IOO, and from minors who purchase liquor from £2 to £25. 8. That this Convention requests the Government to: (a) Investigate the number of T.A.F., Art Union and Lottery agencies operating in this country with a view to taking steps to reduce their number considerably. (b) Discourage the growth of the gambling spirit particularly among young people by exercising a stricter control over the publicity given to all forms of gambling. 9. That this Convention requests the Government to make it illegal for children under the age of 16 to sell raffle tickets both on public property and on private property. 10. That this Convention asks the United Nations Association to requests its appropriate agencies to: (a) Ascertain to what extent world food supplies are diverted to manufacture alcoholic liquor. (b) Ascertain to what extent manpower is used in it’s manufacture, transport and distribution. 11. That this Convention asks the Government to request aeroplane companies operating within New Zealand or from overseas to New Zealand to increase the safety and comfort of their passengers by: . (a) Discontinuing the Sale or supply of alcoholic beverages on their aircraft. (b) Authorising staff to refuse admittance to any person who is obviously under the influence of liquor.

12. That this Convention urges the Government to institute a test for drunken drivers based on the alcoholic content of blood or urine. 13. That this Convention protests against any proposal to fluoridate the drinking water of any community, as it deems such action to be undemocratic and dangerous to health. 14. That this Convention asks the Government to make the normal sentence for drunken driving one of imprisonment and that there should also be a long period of disqualification. 15 That this Convention requests the Government to revert to the lid. postage on circulars and printed matter. 16. Reaffirmations. (a) Re minors betting through the T.A.B. (1956). (b) Re the sale of* contraceptives only through chemist shops. (1955.) 17. VV.CT.U. Domestic Remits. That the Hand of Hope, Youth Work and L.T.L. Departments be combined under one superintendent. (This was carried, but is to come into force in 1958.) 18. That Distiict Frcsidents meet the Dominion Officers at least once between Conventions. 19. That each district makes an annual effort to assist the N.Z. Fund, W.R. Funds or other VV.C T.U. objects. 20. That members wishing to transfer from one Union to another first notify the Secretary of their Union and the Secretary to forward the credentials to the Secretary of the other Union. 21. That notices be sent to the various Dominion Church Youth Directors asking them to contact all Superintendents of their Sunday Schools concerning the Dominion VV.CT.U. Temperance Quiz. 22. That a Superintendent for a Temperance Quiz Department be appointed under the direction of the Dominion Officers, together with a small committee resident in the same area, who shall undertake the work of obtaining material for a Quiz study paper each year, having same printed and distributed to Unions, take entries for Quiz and arrange for examiners to set Quiz and mark papers, and also the committee shall select prizes and send to each group qualifying for same. A record of what has been done in this work each year to be kept and also a copy sent to the Dominion Corresponding Secretary for inclusion in Report Book.
