General Post Office, Wellington, 14th July, 1925. Memorandum for the Commissioner of Police, Wellington. Motor Registration : Motor-coaches. Under the Motor-vehicles Act a motor-coach means a motorvehicle not specially designed for the carriage of passengers

but utilized for that purpose. The annual license fee for a motor-coach, irrespective of the weight-carrying capacity of the vehicle, is £5. The annual license fee for a 1-ton truck fitted with pneumatic tires, however, is only £2, while the annual license fee for any other motor-lorry fitted with pneumatic tires is only £3. It will therefore bo seen that a motor-lorry which the owner sometimes uses for the conveyance of passengers might not have the full motor-coach fee paid in respect of it, if the owner on applying for a license to use the vehicle failed to declare that it was used for the conveyance of passengers as well as goods. It occurs to me that the revenue would be better protected if police officers throughout the Dominion were instructed to note the registration number of each motorlorry observed to be carrying passengers, the date on which the motor-lorry was observed to be so used, and the place where it was observed to be in use. If this information were forwarded to me it would be possible to say which of the owners by carrying passengers were committing an offence under section 14 (2) of the Motor-vehicles Act: I have no doubt that there are many vehicle-owners throughout the Dominion who, although they have not paid for passenger licenses, are using their vehicles for the carriage of passengers. My officers have already reported several such cases, and the owners have been called upon to pay additional fees. Perhaps you may agree that it is advisable to instruct police office is on the lines suggested. A. Markman, Registrar of Motor-vehicles.

The Labour Department has been informed that Inspectors of Weights and Measures may have the use of police offices at country stations if required for one or two days in each year for the purpose of depositing their standards and verifying weights and measures.
