Circular No. 6/17.] Prosecutions under Shipping and Seamen Act. The practice of the police appearing in Court as prosecutors in charges under the Shipping and Seamen Act in which they are not the informants is to be discontinued. The police will as heretofore render all possible assistance in locating and arresting deserting or absentee seamen, but the responsibility for the issue of warrants and the conduct of the prosecutions in Court must be undertaken by the shipping companies’ agents or solicitors.
