Flat Races.—ln any handicap race (except the Manawatu Cup Handicap) the winner of any flat race after declaration of weights shall carry a penalty of 101 b, and of every additional race a further penalty of 61b extra. Horses handicapped at 8.10 and over to carry only half the above penalties.
