SOUTH AFRICA.
The news of the surrender of -the British garrison at Dewetsdorp, four hundred- men and two guns, which arrivod at the tirao of writing is extremely annoying, in that it gives the Boers encouragement, and tends to still further delay the final surrender. It also shows that sufficient caution has not been observed. Now that Lord Roberts is leaving, and the command of the campaign devolves on Lord Kitchener, it will be interesting to note the effect of the vigorous attempts of the new broom order to bring matters to a climax. That the now Commander of the Forces will more rigorously carry out the less leniency policy, lately inaugurated by his predecessor, goes without saying, the only pity is that it was not adopted at the commencement of the war.
