In my report for last year attention was drawn to the fact that certain payments made out of the New Zealand Public Account in London under the authority of the Finance Act,_ 1928, section 20, are not charged against the appropriation provided by Parliament in that section, and are not submitted to the Audit Office for audit in terms of the Public Revenues Act, nor are they included m the Statement of the Revenue and Expenditure of the Public Account. The practice still continues as will be seen from the following figures. The position of such payments and the undesirable features of the svstem followed in connection therewith were fully set out in that report, and there is no need therefore for me to again traverse the matter in detail. I must, however, again place on record the fact that the exemption from Audit of payments made from public _ moneys, as has been done m many instances, must tend to open the way to the misappropriation or misapplication of public moneys.
