MESSAGE No. 28.

The Officer Administering the Government transmits to the House of Representatives a copy of a Letter from the Colonial Treasurer, representing the necessity of his being allowed a Clerk in his Department; and which His Excellency recommends to the favourable consideration of the House. R. H. WYNYARD. Government House, Auckland, 14th September, 1854.

Treasury, Auckland, 14th September, 1854. Sir, I beg to draw your attention to the circumstance of the Clerk for this Department being disallowed by the House of Representatives, on the Estimates, on the ground, as I am informed, that Sir George Grey did not include any salary for a Clerk to the department in the Civil List. Sir George- Grey only put down salary for one Clerk to the Colonial Secretary, and if necessary, one for the Audit, whereas upwards of six Clerks are constantly required for the former, and one, and sometimes three for the latter department. I beg therefore to state, that I conceive the public service must suffer, if the Office is_ to be deprived of a second person, and that I cannot undertake to prevent the accounts getting into arrear if I am to be without any assistance, even if sickness may not interfere at any time to prevent the Office being kept closed. ' Before the Assembly is over, I would beg respectfully to urge on Your Excellency the propriety of requesting the House of Representatives rescinding their decision on this subject. I have the honor to be, Sir, Your most obedient humble servant, (Signed) A. Shepherd, Colonial Treasurer. His Ex cellency the Officer Administering the Government.
