FRIENDLY SOCIETIES AND TRADE-UNIONS. THIRTY-SIXTH ANNUAL REPORT BY THE REGISTRAR OF FRIENDLY SOCIETIES, FOR THE YEAR ENDING 31st DECEMBER, 1912.

Presented to both Houses of the General Assembly pursuant to the Friendly Societies Act, 1909, Sect-ion 9, and the Trade-union* Act, 1908, Section 16.

OFFICE. The work of the Office has, during the past year, been carried out by the staff in a satisfactory manner, particularly the additional duties following from the extended policy adopted by the National Provident Board. At all times the Department's officers have performed their duties with zeal, and when required have given extra time in order to cope with the increased volume of business. SOCIAL INSURANCE. I refer elsewhere to the establishment of the National Insurance Act in Great Britain, the introduction of which has stimulated interest iri friendly-society work throughout the world. This scheme has brought the friendly societies prominently into public view, and has made manifest the nature of their thrift work, so well and unobtrusively carried on for the last century. Their work has now come to be appraised at its real value as an agency in social insurance, no extension, of which can be undertaken without discussing their position. The organization adopted in. the British scheme is a standing illustration that friendly societies' functions are of a national character, whether the societies are aware of it or not. If the societies fulfilled all the national requirements in this direction, nothing better could be wished for. But they do not: they only occupy part of the field, with the result that the State cannot take up its responsibilities in regard to the remainder of the ground without considering the position of the societies. In Great Britain the result is that the State works its huge scheme through the societies. The acceptance' of this scheme in Great Britain has indicated a remarkable change in the friendly societies' relative position in the State. The societies can no longer be regarded with the benevolent indifference which the British legislation has hitherto adopted towards them., A century's experience in social reform has convinced England that the contributory and self-help system stands to cure more evils than free State aliment, and it is a great compliment to the friendly societies that their organization, methods, and social discoveries have now to be adopted almost in their entirety by the State. There are many who deplore the fact that the State has touched the societies, but it is the inevitable outcome of conditions that only partially dealt with great evils.

It does not follow, of course, that all States take the same method of realizing their responsibilities in social insurance : for instance, in England and Germany the system is universal and compulsory, in Switzerland partially compulsory, in Belgium voluntary, in New South Wales and in New Zealand voluntary. In all cases the State takes part of the financial responsibility by subvention or otherwise. The object of the State in these various schemes is the same —viz., the insurance, on the principle of self-help, of all workers against sickness and suchlike contingencies. The guide to the adoption of a method is no doubt the extent of the evils to be cured. For instance, the Poor-law Commission of recent years in England disclosed sufficient reasons for the British Act since put into operation; and other States have now to consider the problem with a view to evolving a system either to meet present evils or to anticipate, on economic grounds, evils that arise in all civilized industrial, communities. The British Act, the Subvention of Friendly Societies Act in New South Wales, the National Provident Fund Act in New Zealand, are all illustrative of this widespread movement on national lines, and it is of special interest to briefly review these measures. The British Act is compulsory and universal, providing the whole population with medical attend" ance, allowances in sickness and in disability, as well as a payment in maternity. Special treatment for consumption is also included in the benefits. For these the worker has 4d. per week deducted from wages, the employer contributes 3d., and the State subsidizes to the extent of the remaining portion required for the benefits. The Act incorporates the frienldy societies as " approved " societies. The New South Wales Subvention Act, passed prior to the British Act, implies that compulsion need not yet be adopted in that State, and in subventing the societies, which provide the usual benefits of medical attendance, sick-pay, and funeral allowance, it lays a basis for the State's future action. In this case, instead of incurring right away the heavy financial liability of compulsory universal insurance, the scheme is meantime left on voluntary lines, and the societies, by receiving subsidies for certain benefits, are assisted in the effort to effect three important results : — (1.) Lower their contributions to enable a poorer class of worker to join, thus widening their scope. (2.) Reduce the lapse rate by applying surpluses to keep members financial during unemployment and in old age. (3.) Raise their financial status under actuarial valuation. How far short of the practical effect of the British system of compulsion this method will fall it is not yet possible to estimate, but I append in another place some interesting figures relating to the operation of the New South Wales Act since its inception in 1909. The New Zealand National Provident Fund Act of 1910 is a measure having more in common with the British, German, and Belgian schemes than that of New South Wales. Its scheme of benefits is outside or supplementary to those of the friendly societies, and, like the British and German schemes, it provides for the payment by the State of the administrative expenses as well as a subsidy to the contribution income. The Act as it stands at present has gone as far as it is possible without overlapping with the friendly societies ; but there still remains a vast field left untouched by either of these agencies. It is at this point that the State must, sooner or later, either ignore the friendly societies to their great harm or co-operate with them. The basis of national action in New Zealand is embodied in this Act, and its future lies in one of the following directions:— (1.) In extending its principles on compulsory and universal lines, as in Great Britain ; (2.) Adopting a semi-compulsory system to apply to local bodies, employers, &c.; or (3.) Leaving it voluntary in principle, but aiding the friendly societies to undertake what is being done elsewhere by compulsion. IMPERIAL NATIONAL INSURANCE ACT. The gradual bringing into operation of this measure has been now completed, and its difficulties have been largely overcome. The application of compulsion is by this time accepted as unavoidable, while the protracted struggle between the State and the medical profession has terminated in the latter accepting what must be admitted to be a considerably increased rate of remuneration as compared wdth the past. The beginning of the present year saw the Act in full operation, with all benefits payable except the disablement allowance, which does not become first due until 1914. In view of the doubts of the friendly societies in accepting the scheme it is of special interest to observe the part taken by the British societies in securing their quota of the millions of persons thus forced into insurance. Out of the 12,000,000 compulsorily insurable persons it appears that the approved friendly societies have enrolled about one-half, the rest having been secured by the industrial insurance companies. The increase in the voluntary membership of the Manchester Unity 1.0.0. F. during 1912, for instance, is published as 167,000, as compared wdth 33,000 in the previous year. The total increase in its membership, including both State and voluntary membership, is stated to have been 420,000. Out of the 6,000,000 State members in the approved societies a considerable proportion— about 80 per cent. —were already voluntary members of societies, so that the actual gain in State membership to these societies has been nothing as compared with the numbers taken by the industrial companies. On the other hand, a very large proportion of the old membership of societies, who automatically became State members, also continued their voluntary benefits, a result contrary to expectations and to estimates. Moreover, out of the new members who compulsorily joined the societies, it is estimated that one-third have taken up extra voluntary benefits. It would appear, therefore, that the Act has effected a welcome increase in the societies' membership, and considerably strengthened the voluntary side of their business.

NEW SOUTH WALES SUBVENTION ACT. I append hereto a summary of the transactions of this scheme taken from the Registrar's report for last year : —

In commenting on these figures the Registrar states : " The claims of the whole period amounted to over £38,000. The amount paid in 1909 was comparatively small, as the majority of applicant societies did not register under the Act until the middle of the year. During 1910 there were ten more applicant societies, and the claims practically covered the whole of the year, consequently there was a large increase in the amount paid. In 1911 there was a still further increase, and it is probable that the claims for 1912 will reach £20,000." The question of membership and secessions is one that has an intimate relation to subvention, and it is reasonable to look in the societies' returns for any indication that will indicate the effect of subventions in promoting national thrift. The New South Wales Registrar's report contains the following tables dealing with these matters — 1907. 1908. 1909. 1910. 1911. Apart from this, the financial position of the societies has been greatly improved, as disclosed in their recent valuations. OPERATIONS OF NEW ZEALAND SOCIETIES. Registrations. There were registered during the past year 22 new societies and branches, distributed among the various orders as follows : M.U.I.O.O.F., 8 lodges ; I.O.O.F., 5 lodges ; A.O.F., 4 courts ; I.O.R.. 2 tents ; isolated friendly societies, 3. The following registrations were cancelled : — By dissolution : U.A.O.D. —Eastbourne Lodge (Grand Lodge of North Island) ; Sydenham and Addington Working-men's Club and Mutual School of Arts. By request: M.U.I.O.O.F.—Cheviot Lodge (Ashley district) ; A.O.F.—Court Ruapehu (Wellington District). The following amalgamation was registered : A.O.F. —Court Tamaki with Court Makakahi (Wellington District). The following change of name was registered : A.O.F. —Court Chisman to Court Maid Marion (Auckland District). All Nations Lodge, U.A.O.D., was converted to a branch of the Grand Lodge of Otago and Southland, U.A.O.D. The position of the orders in respect of registration is shown by the following summary as at the beginning and the end of 1912 : —

A complete list of societies and branches on the register as at the end of 1912 is given in Appendix I, Rules. The rules of 40 societies and branches came under revision in one form or another for amendment during 1912. In order to enable the Office to comply with the instructions given by the Hon. the Minister, that the annual report be ready in time for the opening of Parliament, I have been compelled to use additional measures to obtain the yearly returns of receipt and expenditure promptly from societies. In a number of cases summonses have been issued, requiring the delinquent lodge officials to appearin Court and account for the delay. In any case, no payment for the returns furnished will be made in respect of those received after the 31st March, the statutory date. Consolidation Difficulties. Several societies have during the past year taken the important step of consolidating theii various branch funds into a centralized fund. In some instances the decision of a society to make this change has been sharply challenged by dissenting minorities, even to the extent of branches seceding and withdrawing themselves and funds, with the object of registering as a separate and independent society. It is opportune to make clear the standing of these branches, who, through ignorance of their legal position, are inclined to test their attitude by litigation. Any society is legally entitled, by amending its rules, to bring together into a central fund all the detached and branch funds held for the purposes of providing the benefits for which the members are insured, and for which the centralized fund will in future be liable. No plea of " injustice" or "unwarranted interference" can hope to succeed against the weight of law which has settled emphatically that these societies are self-governing bodies in the widest sense, and are themselves the judges of the fairness or otherwise of their own rules. This is the natural outcome of association, the benefits of which are modified by this curtailment of free individual action. All such amending rules adopted in accordance with the society's procedure and duly registered are enforceable, and a branch has either to comply therewith or secede from the society. In contemplating the latter course there are several important points to be considered by the branch, particularly in view of the Friendly Societies Amendment Act of 1911. " • ■-. •The branch that proposes to secede will lose its registration on secession and must re-register as a new society, thus coming within the purview of the above-mentioned Act, which requires all societies or branches seeking registration to adopt a contribution sca'e actuarially, adequate for the benefits offered. If the branch is in actuarial deficiency or its original society's scale has been inadequate in the past, this means either that a reduction in benefits or an increased contribution scale must be adopted in order to qualify for re-registration. In short, re-registration after secession is not now in New Zealand the simple matter it was prior to the 1911 Amending Act, a fact that should not be overlooked. In most societies the rules dealing with secession usually impose onerous conditions on branches so acting, in order, and rightly so, to discourage the disintegration of the affiliated orders. In other societies the very deficiency of the rules often results in leaving the seceding branches quite dependent on the goodwill of the central body for any participation in the district funds, the loss of which will be a serious disability to the future separate career of a branch having old members.

The total funds of the societies and branches as on the 31st December, 1912, amounted to £1,553,339 8s. 3d., made up as follows : Sick and Funeral Funds (inclusive of amounts transferred to special funds out of surplus), £1,436,489 9s. 7d. ; Medical and Management Funds, goods, &c, £116,849 18s. 8d. Dividing the total funds by the number of members at the end of the year, it is found the average capital per member is now £21 4s. 2d. Sickness. The number of members sick during 1912 was 12,168, equal to 17-57 per 100 members at risk. The sickness experienced during 1912 was 104,462 weeks 1 day, equal, to 8 weeks 3 days per ,sick member, and 1 week 3 days for each member at risk. Owing in great measure to differences in the proportion of members at the several ages, the averages in the several districts differ considerably, also in the several societies or orders. The figures for the five large orders for 1912 are found to be as follows :—

The percentage of members sick for the year 1912 was therefore highest in the M.U.I.O.O.F., while the average sickness per member at risk was also highest in the same order and lowest in the U.A.O.D. In 1911 the percentage of members sick was 17-36, the average sickness per member sick was 8-72 weeks, and the average sickness per member at risk 1-51 weeks. Mortality. The following statement of average mortality experienced for the year is given herewith, but it takes no account of age incidence : —

Sick and Funeral Funds. The contributions and entrance fees paid to Sick and Funeral Funds in 1912 amounted to £109,503. Divided by the mean number of members the average was £1 10s. 3d., as against £1 9s. 8d. for 1911. The interest and rent received by the lodges and central bodies amounted to £64,901 in 1912, equal to 17s. lid. per member, as against 16s. lid. for 1911. The amount of sickness benefit paid was £72,250 in 1912, equal to £5 18s. 9d. per member sick, and 19s. lid. per member, as against £6 0s. 8d. and 19s. lOd. respectively for 1911. Viewing the amount paid in relation to the weeks of sickness, the average benefit per week is found to be 13s. lOd in 1912, which is the same as in 1911. The funeral benefit paid amounted to £13,927 in 1912, equal to 3s. lOd. per member, as compared with 3s. lid. for 1911. The total worth of the Sick and Funeral Funds at the beginning of 1912 of 664 lodges was £1,298,437, and at the end of the year £1,383,954, as compared with 658 lodges, worth £1,204,777 and £1,285,032, at the beginning and end of 1911. The balance of gain for the year was £85,517, or £1 3s. 8d. per member in 1912, as compared with £80,255, or £1 2s. 9d., in 1911. The averages for the five leading orders and for all societies are given in the following table for the year 1912 : —

Investment of Funds. The net income from investments credited to the Sick and Funeral Funds for 1912 amounted to £64,901, the average rate being 4-96 per cent, (say, £4 19s. 2d.), as against £4 18s. Id. in 1911.

TRADE-UNIONS ACT. There is an increasing tendency to make use of this Act, which since the passing of the Industrial* Conciliation and Arbitration Act has been more or less in desuetude. Many applications for registration cover rules that have obviously been drafted for registration under the last-mentioned Act, the policy and purposes of which are quite different to those of the Trade-unions Act. The Registrar, in considering the registration of a trade-union, is entitled to require that the rules submitted bear the impress that they have been constructed and drafted with that Act in view, and those who are contemplating registration will save much time and trouble to themselves if they bear this in mind. Ten trade-unions were registered during the year —viz., the Foxton Waterside and General Workers' Union ; the Wellington Waterside Workers' Union ; the Picton Waterside Workers' Union ; the Hikurangi Coal-miners' Trade-union of Workers ; Taratahi Meat-works Employees' Union ; the Otago Artificers' Trade-union ; the Timara Waterside Workers' Union ; the Waikato Miners' Trade-union ; the Glenhope Trade-union of Workers ; the New Plymouth Waterside Workers' Union. There were 32 unions on the register at the end of the year. Complete amendment of rules —Lyttelton Stevedores' Trade-union. REPOKT BY THE ACTUARY. The Registrar. As in previous years, the valuations made during 1912 were based upon the experience of New Zealand friendly societies up to age 70, and upon Sutton's English Sickness Tables and Farr's Healthy English Mortality Tables after that age. Where the society's experience showed a systematic deviation from the standard, as in the case of miners and females, the results were suitably modified. Though the above tables are on the whole very suitable for the valuation of New Zealand societies, it is found that in certain geographical districts and in certain societies there are well-defined departures from the standard rates of mortality and sickness, and before long it will become necessary to undertake a thorough investigation of the data with a view to the construction of auxiliary tables. I append brief notes regarding the societies valued in the year. New Plymouth District, M.U.1.0.0.F. : Valued as at the 31st December, 1910. At the valuation date there were eleven branches, with a membership of 1,081. The sickness experience for the quinquennium was favourable to the extent of £1,367, or about 25 per cent. The mortality experience for an extended period has been below the standard tables. Out of the eleven branches eight maintained an interest rate of over 4 per cent, on their funds, and the mean rate earned over the whole society was nearly 4f per cent. The valuation discloses deficiencies in four lodges totalling £1,208, and surpluses in seven lodges amounting to £4,157, the net surplus being £2,949. The district as a whole shows a great improvement as compared with the position at the previous valuation. Wanganui District, M.U.1.0.0.F.: Valued as at the 31st December, 1910. At the valuation date there were thirteen branches, with a membership of 962. The sickness experience of the quinquennium was favourable to the extent of £283, or about 5 per cent. The mortality rate for the past ten years has been very low, the number of deaths in that period being thirty-three, as against fifty-six expected by the standard tables. Most of the lodges earned satisfactory rates of interest, the exceptions being lodges with only small accumulations. The mean rate of interest earned over the district as a whole was over 4-J; per cent. The valuation shows deficiencies totalling £1,219 in eight lodges, and surpluses amounting to £2,205 in five lodges, the net surplus being £986. The district shows a very much better position than at the previous valuation, and as none ofjthe deficiency lodges are far short of solvency it should not be long before complete solvency is attained. Wellington District, M.U.1.0.0.F. : Valued as at the 31st December, 1910. At the valuation date there were eighteen branches, with a membership of 2,124. The sickness experience for the four years was favourable to the extent of £1,586, or about 16 per cent. The deaths in the past twenty-three years numbered 255, as against an expectation of 289 by the tables. All the lodges but four maintained an interest rate of over 4 per cent., and the mean rate over the whole society was over 4f per cent. The valuation shows small deficiencies in two lodges totalling £75, and a net surplus over the whole district of £14,885. The excellent position [oi the district is due to- an adequate scale of contributions, combined with good management. Marlborough District, M.U.1.0.0.F. : Valued as at the 31st December, 1910. At the valuation date there were two branches, with a membership of 177. The sickness experienced for the four years was favourable to*the'*extent of £80, or about 5f per cent., while during the past nineteen years the mortality has agreed closely with the standard tables, the deaths in that period numbering thirty-four, as compared with an expectation of thirty-seven. Both lodges earned over 4 per cent, or their funds, and the mean rate over the district as a whole was 5 per cent., nearly. The valuation shows that the lodges have surpluses, the total amounting to £1,617. The district has succeeded very well on a low scale of contributions, owing to its good fortune in earning exceedingly high rates of interest in the past. Nelson Distiict, M.U.1.0.0.F. : Valued as at the 31st December, 1910. At the valuation date there were seven branches, with a membership of 895. The sickness experience of the quinquennium was unfavourable to the extent of £378, or about 5i per cent. The mortality during the past twenty years has agreed very closely with the standard, the deaths over that period numbering 180, as compared with an expectation of 178 by the tables. Only one lodge failed to earn 4 per cent, on its funds, and the mean rate of interest earned over the whole society was nearly 4f per cent.

The valuation discloses deficiencies in two lodges totalling £56, and surpluses amounting to £5,591 in five lodges. The District Funeral Fund has a surplus of £1,549, the total surplus over the whole district being £7,084. As in the case of the Wellington District, M.U.1.0.0.F., the excellent financial position is due to the adequate scale of contributions in use and to the good management Ashley District, M.U.1.0.0.F. : Valued as at the 31st December, 1910. At the valuation date there were eleven branches, with a membership of 1,139. The sickness experience for the three years was favourable to the extent of £526, or about 14 per cent. The mortality for the past twenty-three years has been very low, the deaths in that period being 98, as against an expectation of 130 by the standard tables. Four lodges failed to earn 4 per cent, on their funds. The mean rate of interest earned over the whole district was per cent., nearly. The valuation shows deficiencies in four lodges totalling £1,586, and surpluses in six lodges amounting to £5,410. The net surplus over the whole society is £3,824. On the whole the district exhibits a considerable improvement over the position at the preceding valuation, and further progress seems likely. North Canterbury District, M.U.1.0.0.F. : Valued as at the 31st Decembei, 1910. At the valuation date there were sixteen branches, with a membership of 2,175. The sickness experience for the period of four years was, in the case of males, favourable to the extent o f £1,107, or over 11 per cent., but the small number of female members showed a very unfavourable result in this respect. On the whole a profit of £1,078 was made, owing to favourable sickness. The mortality experience for the past nineteen years has been considerably below the standard, the deaths numbering 208, as against 263 expected by the tables. All except six of the lodges showed an interest yield of at least 4 per cent, on their funds. The mean rate of interest earned over the district as a whole was nearly 4| per cent. The valuation shows that ten lodges had deficiencies totalling £8,224. and the remainder surpluses amounting to £4,079, the net deficiency in the society as a whole being £4,145. Though the deficiency seems large, the ratio of solvency is greater than at the previous valuation, and with a reasonably fortunate experience a further improvement should be shownfin the near future, more particularly in view of the steps taken by the district to that end. South Canterbury District, M.U.1.0.0.F. : Valued as at the 31st December, 1.910. At the valuation date there were four branches, with a membership of 577. The sickness experience during the quinquennium was favourable to the extent of £393, or 13 per cent., nearly. The mortality for the past ten years has been identical with that of the standard tables. Of the four lodges, two obtained a satisfactory interest-yield, and another is too recently established to do much in this direction as yet. A mean rate of 4| per cent, was earned on the benefit funds of the district as a whole The valuation shows that three lodges have deficiencies amounting to £5,878 and one a surplus of £182, the net deficiency over the district as a whole being £5,696. This represents an improvement on the preceding valuation, but a more decided improvement should follow the steps now being taken by the district in the direction of financial soundness. Nelson District, A.O.F. : Valued as at the 31st December, 1910. At the valuation date there were ten branches, with a membership of 931. The sickness experience of the quinquennium was favourable to the extent of £412, or nearly 6 per cent. The mortality for the past twenty years was slightly below the standard, the deaths in that period numbering 139, as against an expectation of 143 by the tables. All the courts earned over 4 per cent, on their funds. The mean rate of interest earned over the district as a whole was nearly 5 per cent. The valuation disclosed a deficiency in every lodge, the total net deficiency being £8,710, the result representing but a slight improvement upon the previous valuation. The district has a very low scale of contributions, and though this is supplemented by a very satisfactory interest-yield, still something more is required to ensure marked improvement in the financial position.
