Copyright) LONDON, August 21 The German news agency today announced that a fundamental reorganisation of Germany's air-raid protection scheme is being carried out “in spite of the efficient work of the existing services.” It added: “The change is necessary because of attacks contrary to international law, as the result of which the population of western and northern Germany has suffered heavily.”
