CAUSE OF BLOCKADE WRIT PROCEEDINGS (Official Wireless) (Received Aug. 19, 2 p.m.) RUGBY, August 18 To-day, at the Foreign office, on behalf of Viscount Halifax, service of a summons was accepted l'or a writ of habeas corpus, l'or which Mr Justice Gassets gave leave yesterday fullowing an ex parte application in London on behalf of the lour Chinese prisoners at Tientsin. The procedure under this ancient British legal safeguard of the liberty of tlie subject is that on the return of the summons the merits of the application are argued, and it is then decided whether or not a writ should be Issued. Tiie writ, if secured, directs that the person having custody of the prisoners should bring them before the British Court or release them. The application on behalf of the four Chinese was made on the instructions of Miss Margery Fry, Professor Norman Benlwich, former AttorneyGeneral of the Government of Palestine, and Lord Lisfcowel, president of the China Campaign ‘Committee. The refusal of the British concession authorities at Tientsin to hand over the four Chinese suspects was the original ostensible cause of the blockade of the concession by the Japanese. Following the establishment of a prima l'acie case against the four Chinese Britain directed that the warrant of the Chinese District Court should be executed. The present habeas corpus proceedings originated from the announcement of that decision. ENGLISH SHIPS BOMBED DIRECT HITS ON STEAMER BRITISH PROPERTY DAMAGED .United Press Assn. —Eiec. Tel. They declared that an officer saw seven bombs lall on British property ashore, and eight bombs scored direct hits on tiie steamer Kiawo.
