NAZIS LOSE MANY SEATS {United press A*sn.— Elec. Tel. Copyriß-bt AMSTERDAM, April 21 Nazis lost 23 seats at the elections In eleven provincial councils, which elect the Upper Chamber. Thif means that in the event ol dissolution the Nazis will lose the four seats they at present hold in the Upper Chamber.
