LOCARNO TREATY.
THREE-POWER CONFERENCE. PAVING THE WAY TO PEACE. romrlal Wireless * (Received July 23. 11.30 a.m.) RUGBY, July 22. The meeting of the Prime Ministers and Foreign Secretaries of Belgium. France and Britain will open to-mor-row morning at 10 Downing Street. The British delegation will also include Viscount Halifax. The proceedings, it is anticipated, will not be prolonged, as a cordial agreement is known to exist between the three Governments as to the scope and purpose of the meeting, which la intended to clear the way for what it is earnestly hoped in London may •prove a more successful stage in the negotiation of a general European settlement.
