INDIA’S NEW ORDER
PAVING THE WAY. ORDERS BEFORE PARLIAMENT. MINISTERIAL PRONOUNCEMENT. (Official Wireless.) (Received Feb. 8, 3 p.m.) RUGBY, February 7. The House of Commons discussed two orders, the first of a series to be made under the Government of India Act. The two orders, which are being taken together, mark the final stages in the establishment of the provinces of Sind and Orissa with constitutions for an Interim period. In moving that the House approve of the orders the Under-secretary for India (Mi* R. A. Butler), said the secretary for India (the Marquess of Zetland), was well satisfied with the progress which was being made with the work preliminary to bringing the new Indian constitution into operation. Providing the forthcoming report of Sir OLto Niemeyer showed that there was no financial obstacle, the Secretary for India hoped to be able before the summer recess, to ask Parliament to consider bringing Part 111. of the Government of India Act, reforming the provincial constitutions, into operation early in 1937.
