HOUSE OF COMMONS IMMUNE. A SUMMONS REFUSED. LONDON, Dec. 14. Proceeding notes as a humorist, but as a citizen 'desirous of testing an important question, Mr A. P. Herbert ■sought a summons against the Kitchen Committee for alleged illegal sale of drinks in the House of Commons. Ills Honour. Sir Hollo Graham, refused a summons, and the King’s Bench upheld 'the refusal, Lord Lewart (the Chief Justice) ruling that the Licensing Act was not applicable in the House of Commons. Costs were refused, Lord Lewart hinting that the Kitchen Committee funds might be employed,
