BILL BEFORE COMMONS. THIRD READING PASSED. RUGBY, Dec. 14. When the third reading of the Do* pressed Areas Bill was passed In the House of Commons by 221 votes to 53, the Minister of Labour, Mr Arthur Stanley, stated Hie measure was offered as a ■contribution to the solution of the unemployment problem and it ■might develop and have a much larger application.
