Citrine, Secretary to the British Trades Union Congress, addressing the Trades Union Congress, urged secret war against Fascism abroad, lie emphasised the inadvisability of allowing Herr Hitler and Signor Mussolini to know the procedure adopted and urged vigilance in connection with British Fascism. The 'Congress resolved to recommend the General 'Council to do its utmost to combat Fascism and prevent the militarisation of politics.
