POINTS OF ORDER.
OOUNOIL PROCEDURE. AMENDMENT DEFEATED. a nronosal bv Cr. G. L. Lafferty at last evening's Selins-of the Borough Council that rule 72 of the Standing Orders, reading, “The Ma> give ills ruling without cornme t the point of order raised and his tl cision thereof shall ho final, should have the following addition: I far as the said ruling is with the standing orders tim c u. oil, should the Mayor or chairman of committees knowingly rule conliaiy the standing orders of Gie counoL and continue to so rule, ho s all bo subject to a penally not exceeding, IN),” was defeated. in putting forward his motion I,atierLy said that the rule as at. present constituted was too vague, i meant that a Mayor or chairman oi committees might rule in a manner which in calmer moments he would not do. The ruling that the Mayor s wm’il be final was too arbitrary and allowed no chance of an appeal. Cr. Lafferty claimed that on several occasions, some of which lie named, he had been ruled out of order "'hero, according to standing orders, he was In the right. "It is not a direct, attack on you, sir,” said Cr Lafferty, addressing the Mayor (Dr. F. D. Pinfold). "It is
simply the attempt of a councillor to . get Justice and for aiding future . Mayors and councils.” Cr. W. A. Curtels claimed that It would be a dangerous .precedent to place such a rule In the standing orders. If anyone had been cool the Mayor had. “Cr. Lafferty has had a lot of latitude," contended Gr. Curtels, continuing, “and that balances the number of times he has been told to sit down. When a councillor is always criticising no one pays any more attention. Cr. Lafl'erty is no doubt perfectly sincere in his remarks, but he really has no grievance." “I’m not going to say anything. It’s i a stupid motion,” contributed the Deputy Mayor (Cr. A. J. Denz). The motion was then put to the meeting and defeated.
