STEEL PURCHASE. STIR IN MONTREAL. ALLEGED USE OF SHRAPNEL. United Press Assn Elec. Tel. Copyright. (Received Feb. 22, 3 p.m.) OTTAWA, Feb. 21. Large Japanese purchases of discarded Canadian National Railway steel rails which formed a cargo which was recently taken from Montreal are stirring war interests there. The real purpose behind the recent purchase of seven old vessels is said to be to use the scrap metal as shrapnel.

Negotiations are tinder way by Japan for the purchase of a large quantity of railway equipment stored here since it was purchased by the allies for the Russians during the Great War, and left here when Russia collapsed. Within two months live hundred tons of Vancouver scrap metal have been sent to Nagaski.
