The British Consulate at Boston reports that Captain James Bellman, of Yarmouth, Nova Scotia, alleges that a United States coastguard patrol boat deliberately rammed and sank his oraft, the British registered powerboat Sophie E., seven miles outside the 12 miles’ limit. * Captain Bellman stated that his vessel was lying 19 miles off Cape Ann. He flashed signals requesting “ contact boats ” to come from the shore, and take his cargo of liquor, The flashes attracted the 'coastguard vessel, which, he alleges, bore down on the power-boat and sank her immediately. A cutter rescued the crew of nine men. The valuable cargo of liquor was lost. The coastguard officials refused to comment except to say that Captain Bellman’s boat is a notorious rumrunner. It was running without lights and was struck accidentally.
