BRITISH RETAIL PRICES. A GRADUAL DECLINE. (Official Wireless.) RUGBY, Feb. 16. The Ministry of Labour states that at January 31 the average level of retail prices was approximately 52 per cent above the level of July, 1914, as compared with 53 per cent one month ago, and 64 per cent one year ago. •
