The text of the documents relating to the Five Power Conference were communicated to Mr Stanley Bruce and Sir J. G. Ward several days ago. Invitations will he sent to them to attend the conference, but it may he a matter of some days or perhaps longer. It is stated there is some anxiety as to whether France and Italy will question the basis of parity, especially in relation to their needs for light cruisers. Similarly a thorny problem may arise in connection with Anglo-Ameri-can desires to abolish submarines, which France regards as her best line of defence for her adjacent colonies. There can also be detected a strong undercurrent of suspicion among the European conscript countries over the recent revival at Geneva of the question of trained reserves.
