PROSPECTS OF TRADE.
DEPENDS ON DIPLOMACY

Most of the British trade delegates who visited Russia have returned home. The Soviet newspapers reiterate that the next step rests with the British Government. The Izvestia insists that trade development .with Britain isvi exclusively dependent upon a resumption of normal diplomatic relations. It says trade must not be allowed to be dependent on party struggles, on Britain's “ difficulties with her Dominions or colonies,” or upon the “ failure of British diplomacy " In China or Afghanistan.
