America. To-day her population is estimated at 120.000000. Since 1920 it has increased by '15,000,000. Even with a greatly diminished birth rate and a shut door against indiscriminate immigration it is tending to double itself in less than sixty years. The great Republic has obviously a world destiny that cannot be met by any Monroe policy of isolation. The vast energies of her population must find new outlets —as they are doing. Her trade interests cover all parts of the world. They must go on increasing. And America must have a foreign policy. She will eventually play her part on the world's political stage as a guardian bf the rights and ideals she has inherited.
