The Trade Conference draft convention provides for the abolition of ail import and export prohibitions and restrictions except where they arc necessary for safeguarding health and security, such as affected animals and plants. Jt declares it does not affect any country’s tariff system or contraetural methods. It is accompanied by a recommendation to ttic League to summon a conference of experts for the prevention of diseases in animals and plants. Annexed is a declaration by ail wine-producing countries, proclaiming a prohibition on vinlieultural products unjustifiable. _ The convention is not yet signed.
