RETRIBUTIVE MEASURES. A GERMAN '''SCISSORS” CLUB. United Press Association. BERLIN, May 21. The "Scissors Club” lias been organised in Ruhr to check German girls’ flirtations with French and Belgian soldiers. Members announce their intention of cutting off the hair of any Gorman girl carrying on with Frenchmen, Belgians, Indians, Chinese, Japanese, or negroes. The hair thus forfeited will be made into nets and sold in aid of the Ruhr Relief Fund.
