It was decided to use every weapon in the State's armoury in fighting terrorism, and on the other hand to remove many of the restrictions imposed on the general community, and to adopt a more liberal attitude towards sedition when unaccompanied by violence, and the abondonment of indefinite imprisonments without trial. It is estimated that the aelivqs terrorists do not exceed 2000, Ihougii their sympathisers doubtless number thousands. It is intended to establish military flying columns for maintaining a continuous and relentless pursuit of criminals, to secure independent evidence, and to execute proved murderers.
