At Munich, the Royalists, numbering a quarter of a million, nave issued an election manifesto, promising a monarchy on the basis of the plebiscite, and the restoration of constitutional independence to Bavaria within the frame work of the German Empire. The Vorwaerts reports that Government troops raided the office of General von Lettow. They also- seized large quantities of arms, munitions, and aeroplane parts secreted on several estates in the neighbourhood.
