The newspaper Excelsior interviewed HeiT ScliilT'-r. the Herman Minister of Justice, wlios said the War Criminal Tribunal will not try 'lie military charges. The torpedoing of the Lusitania and similar crimes will be regarded as military crimes if proved necessary in the military sense.
