NAURU ISLAND
JOINT MANDATE TO BE ISSUED. TO BRITAIN, AUSTRALIA AND NEW ZEALAND. CONTROL OF PHOSPHATE SUPPLIES. (Australian and N.Z. Cable Assn.) Received June 17, 10.40 p.m. LONDON, June 10 (delayed). The Nauru Island mandate has been circulated. It provides that the mandatory Governments be Britain, Australia and New Zealand, who will undertake the education of the children on the island, safeguarding their liberties and governing benevolently. The responsibilities arc clearly deilned; Australia will appoint a commissioner for the first live years, after which Britain, Australia and New Zealand will appoint three joint equal commissioners. Each country during the first year has the right to phosphates at cost price, equal to the highest amount obtained in any single year. Thereafter the phosphates will be distributed among the three mandatory eountries as required at cost price, the Commission disposing of the remainder at such price as they consider fan 1 . The balance of the receipts after deducting the cost of administration is to lie' distributed between Britain, Australia and New Zealand, according In ratio. The present company's business is to be purchased at a valuation, each mandatory country paying a share according to the amount of phosphates being taken.
