FIXING THE RESPONSIBILITY. COMMISSION’S DECISIONS. (Australian and N.Z. Cable Assn.) Received April 1, 12.35 a.m. PARIS, March 30. The Commission set up to fix the responsibility for the war decided to condemn the violations of neutrality and all crimes committed by the Central Empires, and recommends an international tribunal to judge the ex-Kaiser and all responsible.
