The New York Times, commenting on Hie German Note, says: "The reply reads false. The New York Tim»V NYashinglon correspondent says, 'it is poinfed out in well-informed quarters thai there is nothing in the German Nob' that guarantees Germany's good fail!) in democratising her consiiiution. Officials generally consider that the Note does not afford a b;i<is upon which the Allies can enter inln peace negotiations." The Note is variously characterised as "cunningly devised. - ' "shifty," "equivocal" and "subtle." The press of New York and other cities generally consider that. Germany knows she is beaten, but is unwilling to surrender at the presenl stage. All the papers agree that the Note is unsatisfactory.
