LIQUOR REFERENDUM
w THE PRO3ABILITIES. (.By Telegraph—Special to Times.) WELLINGTON, Wednesday. Though Sir Joseph Ward made it quite clear that his statement in respect to the liquor referendum represented his own views, without consultation or discussion with any of his colleaques, very considerable importance is being attached to it by the pr >- hibitionists, who maintain that it indicates tlu 1 general disposition of the Cabinet towards the proposal of the Efficiency Board. There may or may not he good grounds for this assumption, but other Ministers arc not inclined to commit themselves on the question, and one or two of them rc•\jcard the principle of the referendum ""with frank disapproval. 11 probably will be found, however, that a majority of the Cabinet, which will mean, of course, the Cabinet itself, will he favourable to referring the question to the electors on the lines suggested by the Efficiency Board, and that a majority of the members of the House will be glad enough to follow the lead of the Cabinet and to divest themselves of what responsibility they can in ooaneetion with the liquor problem.
