Mr Balfour's party includes five officials from the Foreign Office, together vvtih live from the Blockade, two from the Admiralty, one from the Finance, two from the Munitions, four from the War Office, and one from the Wheat Departments. SUBJECTS FOR DISCUSSION. , (Australian and N.Z. Cable Assn.) deceived April 19, 1.50 p.m. WASHINGTON, April 18. Mr Balfour will discuss the following subjects: International understanding, financial assistance for the allies, questions of the blockade, munitions, military dispositions, and naval operations, foodstulfs and general resources. His party includes 20 experts. „ The French Commission is generaliy on similar lines. It is officially stated that the United States is sending a Commission to Russia.
