A semi-official message from Paris states that the. Germans have massed at least '2O divisions and all their available batteries on the Soissons-Rheims front. Our advance has readied a depth of three to four kilometres. Altogether the Allies have pjaeed hors de combat 100,000 Germans in eight days. COMMISSIONERS TO AMERICA. FRENCH REPRESENTATIVE WITH FULL POWER. (Reuter's Telegrams.) Received April 18, 3.25 p.m. PARIS, April 17. Deputy Kardion proceeds as High Commissioner to the United States, with plenary power to co-ordinate in all technical measures.

BILL PASSES SECOND READING
(Australian and N.Z. Gable Assn.) Received April 18, 3.25 p.m. LONDON, April 17. In the House of Commons, Mr Dillon on behalf of the Nationalists, moved the rejection of the Parliament Bill. Mr Bonar Law, in replying, said he hoped he would he able to announce tho Government's intention regarding Home Rule next week. The Bill passed its second reading by 286 votes to 53.
