DEFINITE PROPOSALS TO RUSSIA
THE POPE ALSO APPROACHED.
(Australian and N.Z., Cable Assn.) Received April 17, 1.15 p.m . LONDON, April 16. Italian and Dutch telegrams show that Austria is making active" efforts for peace with Russia. Count Czernin has submitted definite proposals to the Russian Provisional Government, and has also appealed to the Pope to institute peace proposals. Count Czernin has given the Socialists deputation special passports to go to Stockholm.
