GERMANY'S OBJECT. AN APPEAL TO THE ALLIES. (The Times.) Received October 13, 9.50 a.m. LONDON, October 12. In the Roumanian Parliament, M. Basilcsoo said lie he-lived that the following are the motives of the Central Powers:— "To crush Roumania, as such a victory would mean the consolidation of the German mastery from the North Sea to the Persian Gulf. He exhorted the Allies to do their utmost to protect Roumania. thereby shortening the war. saving millions of lives, and hundreds of millions of monev.
