I RECKLESSNESS AND MIS- 1 MANAGEMENT. OVERWORKED EMPLOYEES. ' NEW YORK, January 7. The Inter-State Commerce Commission, in the course of an inquiry in New York into railway matters, elicited that unlimited powers conferred upon E. H. Harriman, chairman ff the Board of Directors of the Northern Securities Company, enabled him to purchase stock of other railways at the value of twenty million pounds sterling, and that he used the enormous funds of the company as he liked. The same Commission, iu its inquiries at Washington as to railway disasters, obtained evidence which f showed inefficient management and reckless on the part of employees. One witness worked sixty hours, with eight hours' interval for sleep, and cases in which men worked twenty-four hours continuously were not uncommon. Congress is likely to limit the hours of continuous labour to sixteen. I
