AN EXTRAORDINARY STATEMENT. OFFERED TO PRINCE ARTHUR LONDON, December 19. M. Mijatovitch, late Servian Minister in Great Britain, states that envoys from Belgrade twice within a year visited London to enlist his aid in inducing Prince Arthur of ConnaugLt to accept the Servian throne, when KiDg Peter was persuaded to abdicate peaceably. M. Mijatovitch refused to assist, declaring that King Edward would nevei consent to the acceptance of the offer.
