THE RECOMMENDATIONS
LONDON, November 22. The Tariff Commission recommended the removal of the disabilities of Dritish agriculture, and a change of the fiscal policy, combined with measures dealing with transport, and the enlargement of the power ol the Hoard of Agriculture and local taxation, also further facilities for land purchase. It does not recommend a wheat bounty, but recommends sixpence per cwt. on foreign wheat and threepence on colonial. It does not believe this will cause any rise in the price of bread, and under no conceivable circumstances more than that of one sixth of a penny per quarter loaf. Equivalent duties with equivalent colonial preference ought to be imposed on maize, barley, oats and rye. It recommends a duty of fifteen pence per cwt on foreign Hour, with a substantially lower duty on colonial Hour, the exact rate being negotiated with the colonies provided an advantage is finally allowed to the United Kingdom's milling industry.
