ST. PETERSBURG, Nov. 19. At a meeting of the Octoberisl
party held in St. Petersburg, the
president, M. Gutschikoff, declared 'that the monarchial principle must be constitutional in form and democratic in operation. Others admitted that M. Stolypin's work had been beneficial, and urged the Czar to become a liberator, rulingjover free citizens, not shackled slaves.

Two ringleaders in the Rogofi robbery and twenty others were arrested. All are Polish Socialists.
