A FRIENDLY SPEECH. BERLIN, November 16. Prince von Bulow, in the course of a speech in the Reichstag admitted the need of caution in the Germany's overseas policy lest she should endanger her safety in Europe. Referring to the recent meeting qf King Edward and the Kaiser at Kronberg he remarked that jt strengthened the good relations betweeu the two sovereigns. Prince Bulow quoted the hope expressed at Kiel by King Edward in 1904, that the flags of the two nations may never meet in hostility, and argued that the Kaiser's personal government had never been so prominent, as he never infringed the accepted doctrine of the constitution. The speech is more favourably commented on abroad than in Germany.
