THE RUSSIAN SITUATION.
♦ A PARIS PLOT. A PRICK FUR WITTE'S HEAD. A STATE OF SIEGE. LONDON, November 10. A Paris telegram states that a plot has been discovered against M. Witte and the leaders of the Constitutional Democrat Party. A price of 35,000 roubles has been set upon M. Witte's head. ST. PETERSBURG, Nov. 16. Kronstadt is in a state of siege and there is a recrudesence of extensive robberies. Terrorist drumhead court martial sentences are reported from Warsaw, Lodz, Pensa and elsewhere. Six officers were arrested at Kieff for attempting revolutionary propaganda in the army.
